Approvals will be sought on projects to build a childcare center, private rooms for perioperative patients, and a parking ramp.
University of Iowa Health Care will present details about three facilities projects at the June 15-16 meeting of the Iowa Board of Regents. The projects will serve a variety of needs, including helping to increase clinical capacity and replacing and modernizing other facilities used by UI Health Care faculty and staff.
UI Health Care is requesting budget approval for the expansion of the perioperative second-stage recovery area on Level 5 of the John Colloton Pavilion at university campus.
The project is needed to increase clinical capacity to meet ongoing growth in patient volumes and service demand. This will accommodate UI Health Care’s current need for operating rooms while providing flexibility for expansion and future procedural needs in a recovery environment that reflects current healthcare design standards and best practices.
The proposed project would provide approximately 45 private patient rooms to serve UI Health Care’s existing and future main operating rooms. The newly constructed rooms, which would be located adjacent to the main operating rooms, will bring us to industry standard ratios for pre- and post-operative rooms. The rooms will be set up to flexibly serve both pre- and post-operative functions to optimize use and capacity based on patient volume and staffing.
Along with the private rooms, additional enhancements to the space include ADA-accessible toilets, sound privacy, and layout of accommodations for diverse patient sizes and mobility requirements.
UI Health Care is seeking budget approval for a new childcare center that would replace the center currently located in the Westlawn building. The new center would be built west of Parking Lot 49, near the corner of Melrose Avenue and Hawkins Drive.
Locating the childcare center close to UI Health Care’s university campus is important for recruitment and retention, because it primarily serves UI Health Care faculty and staff with young children. Expanding the center’s capacity will help support a growing workforce, strengthen employee retention, and reinforce UI Health Care’s commitment to helping employees balance work and family responsibilities.
The 9,600-square-foot childcare center would include classrooms, an office, a conference room, a warming kitchen, mechanical spaces, and a playground.
The facility would be owned and maintained by UI Health Care, but would be operated by Bright Horizons, a national childcare center facilitator that currently operates the existing facility in Westlawn. Bright Horizons plans to serve 104 children at this new location.
Relocation of the childcare center is necessary to allow for the demolition of Westlawn which is part of the UI Campus Master Plan.
Construction is anticipated to occur from summer 2026 through spring 2027.
Budget approval is also being requested for the removal and replacement of a parking ramp in need of significant repairs, located at UI Health Care's downtown campus. As part of this project, the aging ramp will be replaced with a new 455-stall ramp designed to accommodate patients, staff, and visitors.
The new parking ramp, which would be located between East Market Street and East Jefferson Street in Iowa City, has been designed to enhance accessibility for patients, staff, and visitors at the downtown campus. This five-level facility would have entrances and exits from North Van Buren Street and covered bicycle parking on Level 1. The ramp would connect pedestrians to the existing skywalk on Level 2.
Construction would be delivered in two phases, with demolition anticipated from November 2026 through February 2027. New construction would take place from February 2027 through February 2028.
